Long-term care insurance is a system in which society supports nursing issues in order to provide more independence to the elderly. Patients may choose which services they require or make use of all the services available. All persons aged over 65 years and those between the ages of 40 and 64 years are eligible to join by making payment of insurance premiums. In order to receive services under Long-term Care Insurance, a person must In order to receive nursing care insurance services, the person must apply for and receive certification as requiring nursing care or support.

1. The insurer and funding

Long-term Care Insurance is operated by the city of Kawasaki and is sustained by those insured throughout Japan. Funding is provided by national, prefectural and city public funds and the insurance premiums paid by those over the age of 40.

2. The insured

Persons over the age of 40. Of these, those over 65 years of age form Category 1 insured persons and those between the ages of 40 and 64 years of age, Category 2 insured persons.

3. Costs

Category 1 and 2 insured persons will be required to pay the insurance premiums and 10% ~30% of the cost of the insured services whenever using the services. (In the case of services at a facility, the insured person is responsible for paying for food, living expenses, and daily necessities.)

4. Eligibility

This system is available for Category 1 and 2 insured persons, the bedridden elderly, those suffering from dementia and the physically weak requiring nursing care.

※ Category 2 insured persons are only eligible if they require nursing care as a result of suffering from specific diseases that coincides with old age such as cerebrovascular disease or another of 16 predetermined conditions.
