I would like to know about the National Pension system.

1. System Information

The National Pension is a system under which all citizens receive a common basic pension as the basis of our country's public pension system.

For this reason, self-employed people, office workers and civil servants working for companies, etc., their spouses, those who are between 20 and under 60 years old, (including foreigners) who have an address in Japan are to join the national pension, and

Japanese people living abroad can join also optionally.

2. Types of Insurance

(1) Type 1: Self-Employed, Students, Unemployed People Living in Japan Between 20 – under 60 Years Old

(2) Type 2: A civil servant or company employee who is join Employees' Pension Insurance. (Excludes those who are over the age of 65 and receiving Old-Age Pension)

(3) Type 3: Spouses Between the Age of 20 – under 60 who are supported by those in Type 2

(4) Optional Enrollment

a) Self-Employed, Students, and Unemployed people living in Japan between the Age of 60 – under 65

b) Japanese people living abroad between the Age of 20 – under 65

c) People over 65 who do not yet qualify for Pension Benefits and Can Guarantee that they are eligible to receive Pension Benefits until the age of 70 (Only for those born before April 1st, 1965. There are other requirements to join it.)

3. Types of National Pension Benefits

The national pension benefits include a basic pension as a benefit common to the Type1 insured (including optional insured), Type 2 insured and Type 3 insured and there is an "Old Age Basic Pension" for elderly people, a "Disability Basic Pension" for those who remain disabled, and a " Survivors’ Basic Pension" for those who become bereaved families.

In addition, there are other benefits provided for self-employed people and other type one subscribers: “Additional Pension” (fuka nenkin), “Widow’s Pension” (kafu nenkin), “Lump-Sum Death Benefit” (shibo ichijikin), and “Lump-Sum Withdrawal Payments” (dattai ichijikin).

The other benefits include the noncontributory Old-Age Welfare Pension (rorei fukushi nenkin) provided to those who were too old to fill the provision requirements at the time the pensions system was established and the Special Disability Benefits (tokubetsu shogai kyufukin) provided to those with disabilities corresponding to type 1 and type 2 basic pension, who first received medical treatment as students (prior to March 1991) and were voluntarily not enrolled in the National Pension (There is income restriction for both benefits).

4. Insurance Premiums

(1) Type 1 Subscribers: Type 1 subscribers pay their own premium.

a) Insurance Premium in 2022: 16,590 Yen per Month

b) The system allows you to receive discounts when paying a lump-sum for the fixed period prior to the deadline.

c) If you want to increase your pension amount in the future, you can pay an additional 400 yen per month.

(2) Type 2 Subscribers: Type 2 subscribers pay the premium for the Employees’ Pension Insurance. This is included within the National Pension amount.

(3) Type 3 Subscribers: Type 3 subscribers are not required to pay a premium because the premiums are covered across the system by the employee pension plan the spouse is enrolled in.

(4) Optional Enrollment: Premium can be paid in the same way as type 1 subscribers.
