The Social Assistance System is a national system that realizes the rights (Article 25 of the Constitution of Japan) of the people of Japan to maintain the minimum standards of wholesome and cultured living.
1. The system: The system is set up to provide a necessary support (economic benefit) to maintain a minimum standard of living and assist people to be self-reliant.
2. Who is eligible: Those who have had difficulty in living due to the death of the person who was supporting their household, or the interruption of their income due to some reason such as illness, injury, old age or disability.
