I would like to know about the recipient qualification for the National Pension.

Answer

There are mainly three types in the National Pension Benefits, which are "Old-Age Basic Pension", "Disability Basic Pension", and "Survivors' Basic Pension". Recipient qualification for each pension is as follows. For other recipient qualification of benefit, please check the website of Japan Pension Service or contact Japan Pension office with jurisdiction over your ward.

1 Old-Age Basic Pension

 To receive the benefit, the sum of the period that you have already paid the insurance premium, the exemption period of the insurance payment, and the complementary period needs to be 10 years or more as general rule.

You can receive the Old-Age Basic Pension from age of 65 in principle, but you can receive early from age of 60 to age of 64 or put off until age of 66. When the benefit is paid early or late, the payment rates change. Please contact for more details.

* For those who are not able to meet the requirement of 10 years by age of 60, there is another voluntary enrollment system for up to age of 70.

2 Disability Basic Pension

If you are subscribing the National Pension Plan, or left with disabilities after the illnesses or the injuries you suffered before the age of 20 and have been certified as a Grade 1 or 2 Disability under the National Pension Law, the Disability Basic Pension is paid while you are in Grade 1 or 2 Disability. However, to receive the benefit, all the following requirements, (1) through (3), must be satisfied.

(1) To be the insured person of the National Pension as of the date of the first medical examination (the day when the doctor examined the illness or injury that caused the disability for the first time), or not to request for receiving the Old-Age Basic Pension neither early nor late while being insured by the National Pension at the age of between 60 and under 65, and have the address in Japan.

(2) In the period of being insured until two months before the month in which the date of the first medical examination belongs, to have two third or more when the period that you have already paid the insurance premium and the period of the insurance payment exemption are summed up. (As a special case, if there is no non-payment period in last 12 months till two months before the month in which the date of the first medical examination belongs, the pension will be paid.)

(3) On the assessment day of the disability

A person must be in a Grade 1 or Grade 2 disability under the National Pension Act on the day of disability certification.

(In principle, the day one year and six months have passed since the patient was first examined by a doctor due to illness or injury that caused the disability. Or the day the symptoms were remained within 1 year and 6 months.)

And when the person who did not fall under the date of Disability assessment date comes to fall under the age of 65 or earlier and requests it.

*In the case of where the illness or injury suffered before age of 20 is the cause of the disability, you will be paid if (3) is satisfied after the age of 20. However, depending on the beneficiary's income, there is a possibility that full amount or a half of the amount payment is suspended.

3 Survivors' Basic Pension

when the person who falls under any of the following (1) to (4) dies, it is paid to the spouse who had children or it is paid to children who was supported by the person who died.

(1) The person must be a participant of the National Pension Plan.

(2) The person must had been insured by the National Pension, has his/her address in Japan, and between age of 60 and under age of 65.

(3) The person must be the eligible recipient of the Old-Age Basic Pension. (From August 1st, 2017, the sum of the period that he/she already paid the insurance premium and the period of the insurance payment exemption must be 25 years or more.)

(4) The person must satisfy the period of the recipient qualification of the Old-Age Basic Pension. (From August 1st, 2017, the sum of the period that he/she already paid the insurance premium and the period of the insurance payment exemption must be 25 years or more.)

* However, in the case of (1) and (2), the sum of the period that you had already paid the insurance premium and the period of the insurance payment exemption must be two third or more. (As a special case, it will be paid if there is no non-payment period during the last 12 months until two months before the month to which the date of death belongs.)

Note

"Children" who are eligible for the disability basic pension and survivors' basic pension, refers to children who have not met the first March 31 after the day they reach the age of 18, or who are under the age of 20 and have a disability grade of 1 or 2.

Regarding the premium exemption period in the premium payment requirements for receiving an annuity, if "partial payment" is approved, the premium must be paid, or it will be treated as unpaid.
