1. Necessary documents: Marriage Registration (Available at Ward Residence Section of ward offices, Citizens' Center of Branch Offices. In case of Holiday, Closing date/Closing time of ward office, available at the security guard room of ward office.)
2. Date of submittal: Anytime
3. Where to submit documents: The Ward Residence Section of ward office, the Citizens' Center of Branch Office in your registered domicile or current address, temporary address.
4. Who can submit documents: The couple to be married (It must be aged 18 and over). (Bringing the Marriage Registration form which is filled with all necessary information, anyone can submit the document. A letter of attorney is not needed.)
5. Completing the marriage registration: The marriage registration must contain the signatures of the couple to be married and the stamp (rubber stamps not acceptable), the signatures and stamps (rubber stamps not acceptable) of two witnesses over the age of 18 (If the witness is a foreign resident, a person who is an adult under the law of the country), the choice of surname and the domicile after marriage, choice of which surname to have and the domicile after marriage, the address at which you intend to live, your current registered domicile, and your address as per the resident registry, required all items.
6. Office hours:
Monday-Friday, 8:30 am to 5:00 pm.
2nd and 4th Saturdays, 8:30 am to 0:30 pm.
(Citizens' Center of Branch Offices are not open on 2nd and 4th Saturdays.)
(Notifications are accepted at the security guard room of ward office outside of the above hours.)
7. Holidays: Saturdays, Sundays, National holidays, and December 29th - January 3rd
Ward offices are open the 2nd and 4th Saturdays, 8:30 am to 0:30 pm. (Citizens' Center of branch offices are not open on Saturday)
(Notifications are accepted at security guard room of ward office on holidays)
8. What to bring:
(1) The seal of the person who submit the married registration. (Rubber stamps not acceptable)
(2) Certificate of All Records of Family Register (Koseki-tohon) or Certificate of Individual Records of Family register (Koseki-shohon) of the person who submit the married registration.
(This is not necessary if their registered domicile is in Kawasaki City.)
(3) The identification documents of the person who submit the married registration as below:
a) My Number Card, Basic Residents’ Registration Card with Photo), Driver’s License, Driving Record Certificate (Those items issued after April 1st, 2012) or Passport, License, Certificate, Permit or Qualification Card issued by government office. (Limited to Photo ID)
b) Two Items Verifying Identity, such as a Health Insurance Card, Basic Resident Register card (without face photo), National Pension certificate, Identification Certificate issued by corporation.
(4) National Health Insurance Card (enrolled people only)
(5) National Pension Book (enrolled people only)
(6) My Number Card (Only for those who have it.)
(7) Parental Permission Form (Underaged people only)
9. Notes: Required documents may vary depending on the country from which your partner is from.
・If the registered domicile is not in Kawasaki, or when notifying the notification to the ward office other than the registered domicile, it may take a few days until the information filled in the registration document will be reflected on the Family Register. If you would like to know how many days it will take, please ask the municipal offices where you registered your domicile.
・If you need a certificate for your registration to be accepted, you can get a certificate of acceptance at the counter where you have submitted. (When the notification has received at a security guard room of ward office, the certification is issued at the Ward Residence Division Counter of Ward Office after acceptance.)
・Regarding to raising the age of marriage for women, women between the ages of 16 and 18 as of the effective date (April 1, 2022) will be subject to the pre-change requirements According to Paragraph 2 of Article 3 of Supplementary Provisions to the Civil Code Amendment Act.
