How can I join the National Pension?

Answer

The procedure to participate in the National Pension (to be Category I insured person/Optional insured person) is following. Under certain conditions, there is a possibility that we ask documents other than those listed below. Please contact by phone etc. for the details in advance.

* If you are Category II insured, please apply at your workplace. If you are Category III insured, please apply at the workplace of Category II insured person (a spouse).

1 Documents to be submitted: Written notice of acquisition of the pension qualification

2 Application Period: Within14 days after the event occurs in general.

3 Where to apply: Insurance and Pension Division of the ward office

(1) If you are Category I insured person who does not move-in or move-out. Or the person who joined optionally.

Insurance and Pension Section of the ward office. Insurance and Pension Desk of Citizens' Center in your area.

(2) If you are Category I insured person who move-in or move-out.

Ward Residents Section of the ward office. Residents Registration/Child allowance/School Desk of Citizens' Center in your area.

4 Office hours: Monday to Friday 8:30am to 5:00pm

5 Holidays: Saturdays, Sundays, National holidays, Dec 29th to Jan 3rd.

6 How to apply: Directly at a service counter

7 Required Documents by reason to enroll

(1) When a person other than Category II and III insured person turns 20 years old.

The Japan Pension Service conduct the enrollment procedure. And “Notice of National Pension Enrollment” or “Payment notice of National Pension Insurance Premium” “Notice of Pension Number” etc. are sent.

In addition, a Pension Book will be sent separately.

(2) When a person between age of 20 and age of 59 lost qualification of the Employees' Pension Insurance

A. One of the following 1 or any of following 2.

1 Pension book or Notice of Pension Number the items verifying identity (Driver’s license or Passport)

2 My Number Card (It may not be able to use the Notification Card, so please contact us.)

B. Any items containing the date of loss of the qualification (Certification of Loss of Qualification, Certificate of Unemployment etc.)

(3) When Category III insured person aged between age of 20 and age of 59 leaves the support of his/her spouse (For example, when the spouse retires, when divorce, when the income of such Category III insured person has increased, etc.)

A. One of the following 1 or any of following 2

1 Pension book or Notice of Pension Number to verify identity (Driver’s license or Passport etc.)

2 My Number Card (It may not be able to use the Notification Card, so please contact us.)

B. Items that can be confirmed the date he/she has left from the support of spouse. (Certification of Loss of Qualification etc.)

* When you are an optionally insured by a health insurance, etc., so you are not able to obtain the Certification of Loss of Qualification, please prepare any documents explaining your status with the employment Insurance. (Qualification Certificate of the Employment Insurance, etc.)

*In case where it's because the spouse left his/her job, please prepare an Unemployment Notice issued for the spouse, etc.

(4) If you are Category III insured person aged between age of 20 and age of 59, and when the spouse participating in the Employees' Pension Insurance system turns age of 65.

A. One of the following 1 or any of following 2

1 Pension book or Notice of Pension Number to verify identity (Driver’s license or Passport etc.)

2 My Number Card (It may not be able to use the Notification Card, so please contact us.)

(5) When a person other than Category II and III between age of 20 and age of 59 moves in from other country

A. Pension book or Notice of Pension Number

B. Passport

(6) To enroll optionally

A. One of the following 1 or any of following 2

1 Pension book or Notice of Pension Number or the items verifying identity (Driver’s license or Passport etc.)

2 My Number Card (It may not be able to use the Notification Card, so please contact us.)

* If you are age of 60 or older, an enrollment requirements and necessary documents other than above will be required. Please contact in advance.

(7) When a foreigner between age of 20 and age of 59 who has an address in Japan enrolls (Other than Category II and III insured persons)

A. Passport that can be verified an arrival date

B. Resident Card

C. Only those who are Category II or III insured person, any document to show the date of loss of the qualification are required. (Certification of Loss of Qualification, Unemployment Notice, etc.)

* When a representative notifies, there are other documents required as follows.

・In the case of relatives in same household: A document verifying the identity of representative.

・For a third party: A letter of attorney or a document verifying the identity of representative.
